Elm Ridge WCID

The community of Savannah lies within the boundaries of Elm Ridge WCID formerly known as Denton County Fresh Water Supply District #10. A Fresh Water Supply District is a political subdivision of the State of Texas that functions, much like a city, to construct and maintain all public water, sanitary sewer, storm drainage, and road infrastructure within its boundaries. 

The District has a governing body that is composed of five directors, who are elected by the voters within the boundaries of a particular District. The directors’ duties are similar to that of a city council; they manage the business affairs of each district. The directors hire consultants, independent lawyers, civil engineers, financial advisors, and accountants to assist in the areas of their expertise. Each District has the authority to levy an ad valorem tax (property tax), to alleviate the costs of constructing and maintaining the public water, sanitary sewer, storm drainage, and paving infrastructure within Savannah. Savannah residents’ tax bills will reflect the following taxing entities: Denton County, Denton ISD, and Elm Ridge WCID.

Water & Wastewater Services

The Districts purchase treated drinking water from the Upper Trinity Regional Water District ("UTRWD"), which also provides water to over 21 cities and towns, and numerous districts throughout the surrounding area. UTRWD has one of the only treatment facilities in the State of Texas that uses both charcoal and osmosis to enhance the purity of the water. For more information, please visit www.utrwd.com.  The wastewater (sewage) from Savannah is processed by an ultra-modern treatment plant, which is also owned, operated, and maintained by Upper Trinity Regional Water District.

Water Services

The retail provider of water service in the southeastern Denton County area is “Mustang Special Utility District”, and because Mustang is already reading meters and maintaining water lines in the Savannah area, the District deemed it economical to hire Mustang to operate and maintain the District’s water and sewer facilities, including reading meters and issuing the monthly water bills on behalf of the District. School Information

  • Braswell High School, opened in August 2016, and is the easternmost high school in Denton Independent School District, serving families from the numerous communities across the U.S. Highway 380 corridor. The school is named after former longtime Denton ISD teacher, administrator, and superintendent Dr. Ray Braswell, who led the district during tremendous growth.

    The school serves as a focal point for U.S. 380 families, with flexible features that allow the school to be used for many community-focused events. First-class academic experiences are also a pride of the school, which features large classrooms, student/teacher conference spaces, and robust technology integration.

  • Navo Middle School opened its doors in 2005, becoming the fifth middle school in Denton ISD and the first in the eastern portion of the district. The school is named after a small farming community, which was established in 1847, on the land where it not stands.

    Navo is known for a growing and diverse population that strives to succeed and include everyone. The school has played a large role in serving as a hub for Denton ISD families in the eastern region of the district.

    Students at Navo have the opportunity to take a variety of academic courses and take part in numerous activities. Navo students can enroll in gifted and talented courses, join the iBots robotics program or write for the school newspaper, The Panther Press.

    The school also offers band, choir, orchestra, art, cheer, and a variety of athletic options such as football, volleyball, basketball, and track. In addition, Navo has nationally recognized programs such as the National Junior Honor Society, Rachel's Challenge, and Student Council to build leadership skills.

    Navo Middle School stands for "Pride, Respect, and Excellence" and it ensures that students strive to achieve that doctrine daily.

  • Savannah Elementary was built in 2005 to meet the needs of the rapidly-growing eastern portion of the district. The school is named after Savannah, the master-planned community along U.S. Highway 380 in which it stands, and is the easternmost school in the district.

    Savannah prides itself on its innovative and structured approach to education, with teachers stressing the importance of an academic foundation while also incorporating new ideas and technology into the classroom. Daily enrichment or remediation instruction helps students achieve proper learning skills, while the school’s dedicated staff has been recognized for its innovative ideas and programs with honors and grants for them to flourish.

    Parent and community involvement is a boon at the school as well, with a strong PTA hosting everything from a large fall festival to a daddy-daughter dance and neighborhood volunteers stepping in to help at school-sponsored events and with class projects.

    With an environmental club, book club, student council, thespian guild, science club, choir, and orchestra all on campus, there is an activity or club to entice every student at Savannah to join. These opportunities, along with a caring staff and supportive community, allow the school to meet its mission state of “preparing for the future, today!”

Emergency Services

Aubrey Fire Department

The City of Aubrey Fire Department provides fire protection to Savannah. They are based out of the fire station located at 2020 Navo Road (on the Northwest corner of Navo Road and US Hwy. 380). District #10, in conjunction with Paloma Creek and Providence Village, contracts with the City of Aubrey to provide Fire Services in the area. This station is staffed with Firefighter-Paramedic/EMT personnel 24 hours a day/ 7 days a week. Navo Fire Station currently houses (2) Fire Engines, (1) Brush Truck, and (1) MICU (Mobile Intensive Care Unit) ambulance.

Elm Ridge Police Department

The Elm Ridge Police Department serves as the police department for the communities of Savannah, Artesia, and ArrowBrooke. The Denton County Sheriff’s Office serves as the call takers and dispatchers for our agency.

The police department is located at 728 Savannah Boulevard, Savannah, Texas 76227 (adjacent to the Savannah clubhouse).

The police department operates 24 hours a day, 7 days a week. The lobby is open Monday through Thursday from 8:00 A.M. until 5:00 P.M and Fridays from 8:00 A.M. until 12:00 P.M. You can learn more about our department at our website: www.elmridgetx.org.

The main (non-emergency) number to the police station for administration purposes is 469-481-6433.

For emergencies, residents should dial 9-1-1 to be connected to the Denton County Sheriff’s Office. The DCSO dispatches for the Police Department.
